An index developed by Russell Investments that tracks the performance of stocks in the Russell 3000 that are not included in the S&P 500 Index. The Russell 3000 tracks the 3000 largest companies in the U.S. By excluding stocks in the S&P 500, the Small Cap Completeness Index allows investors to focus on the small-cap and mid-cap segments of the market.
